The technical community and the OECD Ministerial on the Future of the Internet economy

In 2007, the Internet Society was invited by the Organisation for Economic Cooperation and Development (OECD) to coordinate a technical stakeolder forum in preparation for the OECD Ministerial Conference (PDF) held in Seoul, Korea in June 2008. Acting as a liaison, the Internet Society facilitated the technical community’s participation in the different steps of the process.

The Internet technical community Forum , held on 16 June 2008, the day before the OECD Ministerial Conference, was designed to be a direct contribution to the ministers’ work in three areas: Creativity, Confidence, and Convergence. It also provided OECD member states' delegates and Internet technical experts an unprecedented opportunity to share experiences and exchange perspectives on the “Future of the Internet Economy”.

The 17 organizations participating in the Internet technical forum came from a wide range of entities from around the world. They work with governments, national and international organizations, civil society and the private sector to pursue their objectives in a collaborative and inclusive manner. While each has its own mission and its own role to play, the Internet technical organizations are motivated by a common vision of an open and accessible Internet bringing shared economic and social benefits to all the world’s citizens in the future.

As OECD members elaborate the policy framework for the next decade, the Internet technical organisations participating urged continuing engagement with all stakeholders (the technical, Civil Society, and Business communities). Tomorrow’s policies and practices must grow from shared principles based on a shared vision underpinning our collaboration as the Internet architecture grows and continues to spur economic and social development on all continents. These principles were developed in an official Memorandum presented to the Ministers of the OECD nations.

On 18 June 2008, the OECD released the OECD Seoul Declaration for the Future of the Internet Economy.

OECD-Canada Foresight Forum on the Participative web
Strategies and Policies for the Future, 3 October 2007, Ottawa, Canada.

The "participative web" is an Internet influenced by new intelligent, web services enabling users to contribute to developing, rating, collaborating and distributing Internet content and developing and customizing Internet applications. The collective intelligence of Internet users is driving new social and economic applications across an expanding range of business, research and innovation and social activities, ranging from participatory democracy to new ways of doing science.

The OECD Technology Foresight Forum of the Information, Computer and Communications Policy Committee (ICCP) will address these new issues, focusing on the social and economic benefits and barriers to development. It will be the first international policy forum dealing with emerging policy issues related to the participative web.

Open on-line Public Consultation
The OECD is inviting public comments on the themes of the Ministerial meeting on the “Future of the Internet Economy”.  ISOC has contributed in the drafting of this on-line consultation. The purpose of the consultation is to provide an opportunity for all stakeholders to comment on the topics and issues to be discussed at the Ministerial, and to help ensure that the meeting will benefit from a wide-range of viewpoints and expertise.

The consultation is open to all parties wishing to contribute, in particular civil society groups, representatives of the Internet technical community, individual experts, and business. The Consultation is open until end of September 2007.
